Peter "Pete" Bailey is an accomplice of Jade Waters and the brother of Doug Bailey who appears in the Evolution episode "Save the Children".

Pete was raised under the same Libertarian beliefs as Doug, but while Doug went to work for the FBI, Pete descended into his own extremism. He affiliated with far-right movements and accumulated a petty record, such as underage drinking, trespassing, and vandalism, including ransacking an IRS office with one group he joined. Doug tried to teach him belief in justice in the world, but the brothers would constantly get, at best, into teasing scuffles, and at worst into violent fights.
Pete is one of five teens who were handpicked for a program known as Gold Star, where the kids were tortured in the interest of being subjugated under the influence of private contractor and cult leader Frank Church, who made the Gold Star kids his first experiment to brainwash and train child soldiers. Pete himself was exploited with his already existent paranoia, but unlike the other kids, he was allowed to visit his family when his responses left the conspiracy feeling safe enough to test his functioning outside of the facility. When Doug realized what was happening, he demanded Pete give details, but the brothers fought as always. Because of Doug's high-ranking position, and since Gold Star was tightly classified under national intelligence, Doug agreed to keep the program buried, so long as he could pull Pete out before it was too late. When Church ordered mercenaries to kill the kids, who killed the mercenaries instead, Doug rushed for the case to be addressed immediately, but the FBI Director shot him down since the FBI's behavioral analysts' research was exploited by Church, meaning a bureaucratic embarrassment.
Once Doug was murdered by serial killer Elias Voit, Pete believed the lie the FBI got him killed and covered it up. He especially blamed Unit Chief Emily Prentiss, Doug's direct colleague, and he wanted revenge on her. He was none the wiser once the director finally acquiesced and made the case the top priority of the BAU, in the hopes the program could be stopped and Pete had a chance at being rescued from the cult.
On Evolution[]
Pete began by exploiting Brian Garrity, a conspiracy theorist and Prentiss' former neighbor, feeding him information to publicize and spread a campaign against the FBI. While stringing Garrity along, Pete arranged for three goons to beat Garrity up, then made Garrity blame Prentiss to frame her, threatening Garrity's wife Sheila to make him compliant. Pete also pulled some helpful strings, like having Garrity pass on the alert that Tyler Green's ex, Teresa Campos, was being stalked. But as his ultimate goal was destroying Prentiss's life, he nevertheless leaked her arrest to Politico, which put her under review and briefly endangered her job. The worst that happened was that she had a night of drinking, then got high on THC while she was still hungover, which nearly drove her to quit until JJ, who accidentally ate the cheese puffs laced with the drug, stopped her and convinced her the team needed her.
Modus Operandi[]
Pete solicited his accomplices to commit crimes for him. He started by brainwashing Garrity with extremist propaganda into letting himself get beaten up by goons, just to fraudulently point the finger at Prentiss. He then leaked her mugshot to Politico, and when she was reinstated, he planned to ambush her the moment the FBI was to raid the Aida barracks. He had Jade detonate bombs to knock Prentiss out, abduct her, and had her restrained into a wheelchair, where Jade was to shoot her if she denied their assumptions. Pete agreed to challenge her, starting by revealing himself with presenting voice memos from Pete, then had Jade torture Prentiss with an electric prod. They then planned to have her killed when they were to confront responding agents, against which they wired a door with explosives and prepared assault rifles to get into a shootout to the death.
