Jade Waters is a spree killer, cop killer, and enucleator who appears as the main antagonist of the second season of Criminal Minds: Evolution.

History

Jade was born to Rick Waters, a Sheriff's Deputy in Salt Lake City, Utah and an unnamed mother. When she was young, her father murdered her mother and managed to cover it up. When Jade tried to report him for her mother's murder, he had her committed to a reform school called the Stuart House, where she was repeatedly physically, emotionally, and sexually abused.

Modus Operandi

Jade Waters targeted Sheriff's Deputies who worked part time Security at Stuart House reform school. She would pretend to have car trouble along the side of a road to trick them into helping her before hitting them from behind with a tire iron and bludgeoning them to death. She would then gouge their eyes out with a self made tattoo needle which she would later use to tattoo an eye on her left forearm to symbolise each of her kills. With her father she was forced to improvise as he intended to kill her, hitting him with a rock twice before shooting him in the chest with his own gun, though she still used the tattoo needle to gouge his eyes out.

Profile

The unsub is profiled as a woman. Based on that a physically imposing unsub wouldn't have to attack from behind, the use of a tattoo needle: 38% of women in this country have a tattoo compared to 27% of men, and the use of a Good Samaritan ruse that entices male deputies to pull over. Locals need to be on the lookout for a woman who's trying to flag down their deputies for help.

  - Eddie Dayton (attacked alongside Damien; knocked out, strapped a bomb to him, and later threatened to blow up; was rescued)
  - Elias Voit (attempted; forced Eddie Dayton to run him down with a van, but he failed)
- Berkeley Springs, West Virginia:
  - Dr. Hank Dosela (bludgeoned with a shotgun; hanged and staged as a suicide)
- Virginia:
  - Damien Booth (unwilling; shot with a sniper rifle at his own request)

Note: Jade was shown to have six eye tattoos on her arm after Hank Dosela's murder, implying the existence of two additional victims, possibly the Gold Star staff killed after Eddie Dayton's abduction. However, it is also possible that the eyes represent Eddie and Elias Voit.
