Jade Waters is a vigilante, hitwoman spree killer, cop killer, enucleator, abductor and serial bomber who appears as one of the two main antagonists of Criminal Minds: Evolution Season Two, alongside Damien Booth.
History
Jade's father Rick, a Sheriff's Deputy in Salt Lake City, Utah, murdered her mother when Jade was young, but he managed to disappear her remains and cover the crime up with the help of his colleagues. When Jade tried to report him for her mother's murder, he had her committed to a reform school called the Stuart House, where he and the other sheriffs worked security. Stuart House was run by military contractor and cult leader Frank Church, as a base of operations for violent experiments on at-risk teens to make them trained killers
Jade was repeatedly sexually abused, shocked with prodes, and brainwashed with Church's indoctrinations. She grew closest to the teen in the cell next to her. Damien Booth, and they became a couple. Church lied he "saved" her from Stuart House and that she'd "save the children" from similar, taking her back to his barracks to make her a child soldier and role model for other kids he'd kidnap and imprison at his bases. Church would also knock out, restrain, and rape Jade along with other girls at the barracks, but she didn't remember he was guilty and could only vaguely recall nightmares.
Jade, Damien, and three other teens at Stuart House, the early victims of the brutality experiments, became known as the "Gold Star Killers", and Church would lie that he would task them to hunt and kill human traffickers and government corruption he alleged was behind it all. What they were really doing was killing their families to sever their connections from their pasts and become further imprinted on church, then kill his accomplices and disguise all their deaths as natural, suicides, accidents, and disappearances, all so Church wouldn't get caught.
Church, knowing they were all liabilities, prepared a Strike Team of paid mercenaries to kill them all once they were no longer useful. By unknown means, the Gold Stars found out, without knowing Church hired them, and Damien killed them all first. Jade, in the meantime, killed Rick's colleagues when pretending to be stranded on highways, scalping them of their badges, as revenge for her past and trauma. As the group's signature was gouging their victims' eyes out of delusions they were being watched, Jade mutilated the deputies'eyes with the same homemade tattoo needle she would draw eyes on her arm with, each one signifying one of her murders.

After killing George Kelby, Jade is first scene luring Deputy Adam Ulrich into a false sense of security when she asks him to help start up her car, feigning terror from being "stranded". When he finds out it works fine, she hits him with a tire iron. After taking his badge, Jade taunts him about how she got him alone, then bludgeons him to death while screaming in a rage. She's later scene listening to reports on her murders on the radio, smiling and adding another eye to her arm.
Jade then goes to the bar where Rick's at and tries to flatten his tires, but Rick holds a gun on her first, saying he was expecting her. He kidnaps her and tries to kill in the field where Jade's mother was buried, but she gets the upper and takes his gun. After saying she'll see him in hell, Jade shoots Rick, mutilates him, and traces another eye on her arm. She then reconvenes with Damien, who surprises her to warn her to keep her guard. He then gives her the badge he stole from Isaac Sanchez, the last of the Strike Team he killed.
After they have sex once reuniting, Damien and Jade place a call to incarcerated serial killer Elias Voit, whose encrypted forum on which Damien met. Voit manipulated them by saying he had more information and wanted to meet, taping out "North Star" in Morse code on a table as a message to tell them later. At the park where it was arranged, the couple rigged a bomb on arms dealer Eddie Dayton and made Eddie drive in a bulletproof van to run over Voit. It didn't work, as the van was stopped and the bomb diffused. Jade called with a phone on the bomb vest, and when she confronted Voit about the cops, he told her he was the one with the information they needed. Damien later met Voit and asked about "North Star", which later came to be revealed as Voit's lies about the FBI to have the Gold Stars targeting them as revenge for arresting Voit.
Jade and Damien went underground, living in camps in the woods. Damien had to console Jade during her flashbacks to being raped, and he promised they'd avenge their group. They then went to West Virginia and killed Dr. Hank Dosela. Once Voit's lawyer, Vincent Orlov, got into contact with Jade and Damien, they agreed to meet. Jade had a shotgun, but Damien had a sniper rifle, with which he shot at Orlov's feet as a warning. Orlov gave a Habernash briefcase with a GPS tracker to one of Voit's storm shelters, and Jade and Damien let him go.
Damien stalked Dr. Jill Gideon for her writing the paper that inspired Stuart House. When he saw the FBI was protecting her, he reported back to Jade, and they agree the entire bureau was corrupt. Damien kidnapped and attempted to kil Jill, but she offered herself up as bait to take Damien back to Jason Gideon's cabin. She successfully deprogrammed Damien by telling him the truth, and he was nearly arrested. However, unable to go on living with the knowledge of his crimes, once he saw Jade using a rifle with a laser scope, he signaled her to shoot him out of mercy, which she did. She then ran the rifle on automatic fire using a computer for a quick escape, after which she stopped and wailed to grieve for Damien.
She then reconvened with Dana Howe to lure State Trooper Martin Sanz, who she let arrest her. Dana shot Sanz to wound him, then Jade enucleated him while telling him to pass on a message that she wanted to be left alone. Jade and Dana used the tracker to find Voit's shelter, where a corkboard showed the lie that the BAU was behind the crimes Church made up. Dana and Jade were convicted, and they returned to the barracks, rigging the storm shelter with explosives to kill three more state troopers. Church congratulated them both, then separated Jade and shot Dana dead when Jade was out of the room.
Church welcomed Jade back, where the kids greeted her as a hero. One girl, Mila Sandoval, confided in Jade she knew Church raped her from her nightmares. Jade's memories came back and her trust split form Church finally. She woke up at night to see Mila unconscious to prepare her for another rape, but she was tased and restrained instead when security caught her. While Jade thrashed and screamed, Church said he was his "favorite" before shocking her unconscious and presumably raping her again. When she was untied by the guards, she killed two of them, then went to Mila and told her to run to the FBI with the other kids. After they were rescued, she and the last Gold Star Killer, Pete Bailey, blew the barracks up and kidnapped Emily Prentiss and Church.
Tying them to wheelchairs, Jade held a gun on Church and ordered him to confess. When he denied everything, she killed him and took him away. When she tried to do the same with Prentiss, as Pete's brother Deputy Doug Bailey was murdered and Pete blamed Prentiss, she requested a "trial". When Prentiss realized Jade had an accomplice, Jade played video messages to Pete from Doug, before Pete revealed himself. When Prentiss refused to agree with the duo's conspiracy theories, Jade tortured her with electric shocks. They then rigged the cafeteria they were in with explosives and prepared their assault rifles for when the FBI responded. But the BAU streamed Voit's confession to shooting Doug, resulting in Pete and Jade surrendering and releasing Prentiss. Before she could be arrested, Jade held a pistol to her head to try and kill herself, devastated she fell for so many lies. Prentiss, implying she was once sexually abused, said she commiserated with her and promised to tell the truth with her. Jade was arrested, and before she was incarcerated, she said her goodbyes to and hugged Mila, who thanked Jade for saving her and the other kids.

Jade Waters targeted Sheriff's Deputies who worked part time Security at Stuart House reform school. She would pretend to have car trouble along the side of a road to trick them into helping her before hitting them from behind with a tire iron and bludgeoning them to death. She would then gouge their eyes out with a self-made tattoo needle which she would later use to tattoo an eye on her left forearm to symbolize each of her kills. With her father she was forced to improvise as he intended to kill her, hitting him with a rock twice before shooting him in the chest with his own gun, though she still used the tattoo needle to gouge his eyes out.

The unsub is profiled as a woman. Based on that a physically imposing unsub wouldn't have to attack from behind, the use of a tattoo needle: 38% of women in this country have a tattoo compared to 27% of men, and the use of a Good Samaritan ruse that entices male deputies to pull over. Locals need to be on the lookout for a woman who's trying to flag down their deputies for help.
