Arthur Kiel was a misogynistic attempted murderer and follower of Sicarius who appeared in the Criminal Minds: Evolution episode "Forget Me Knots".
Background[]
Little is revealed about Kiel's past, except he had severe misogynistic traits, likely stemming from a domineering grandmother. He was briefly imprisoned for hanging and attempting to kill her, but was paroled five years before the events of "Forget Me Knots, still residing in his hometown of Indio, California. He came across Voit's criminal network and was recruited as one of Voit's most devoted, subservient followers, as a backup plan for Voit when he needed one due to Kiel's obedience. It's implied Voit personally arranged for at least one victim to be personally offered to Kiel, who he later killed.

When Voit wanted to get rid of captive victim Ramona Havener so she couldn't identify him, she was given, drugged and placed in the trunk of a car, to Kiel. Kiel promised to follow Voit's rules and gave his thanks over calls and texts. Kiel fastened Ramona to a noose tied to her wrists, so she'd give out and hang when she couldn't hold herself up any longer. He was furious when hearing on a police scanner she was being sought out and called Voit to protest, but Voit said to just leave her and run. Kiel did so after taunting Ramona with the setup, saying he regretted not being around to watch.
The police saw him coming back to his house, so they barricaded his car. He fled but was chased by Alvez and Rossi, the latter of who he tried to shoot. Rossi tried to stop Kiel, hoping to coax him into surrendering, but even after hesitating, Kiel tried again to shoot Rossi, who shot him dead.
Modus Operandi[]
Kiel preferred women as his victims. He would hoist their wrists up with rope, using a pulley system to also tie a noose around the victims' necks. If the victims couldn't keep awake and standing, they were meant to die by hanging from the contraption. When he tried to kill Rossi, he shot at him with a pistol.

Real-Life Comparison[]
Kiel appears to be inspired by Veronica Compton - Both are attempted murderers and accomplices of serial killers, met each respective killer through their programs (Kiel met Elias Voit through his criminal network, Compton spoke with Kenneth Bianchi through being hired by his legal team), targeted Caucasian women, attempted to kill their victims by hanging with rope, committed the attacks as favors for the killers that hired them, and tried and failed to evade police.
